Has Giuliani opened the door to lose his GOP frontrunner status-?

...By stating his belief that illegal immigration is not a crime; But a "civil" legal matter? Bearing in mind that the Republican party is virulently anti-immigrant/anti-amnesty? Could he be throwing Romney or Thompson the bone they've been looking for to overtake him? Any thoughts...?
